The candidate of the Nigeria Democratic Congress (NDC) for Abraka State Constituency in the 2027 Delta State House of Assembly election, Hon. Rex E. Ogboru, has unveiled a comprehensive manifesto anchored on quality representation, youth empowerment, education, infrastructure, security and accountability.

Ogboru, while presenting his manifesto to the people of Abraka State Constituency, said his decision to seek the mandate was driven by a desire to provide purposeful representation and use legislative office as an instrument for development rather than personal enrichment.

The manifesto, titled “Quality Service to the People,” outlines what Ogboru described as a practical roadmap for building an Abraka Constituency where communities are heard, citizens have opportunities to prosper and government is held accountable.

According to him, political representation must be regarded as a contract with the people and not a personal entitlement.

“My guiding principle is simple: I do not seek power over the people; I seek the opportunity to use my intellectual strength to serve you diligently, with dignity, humility and unwavering commitment,” he stated.

Five-point agenda

At the heart of the manifesto is a five-point agenda which places quality and accountable representation as its first priority.

Ogboru promised to regularly engage constituents, provide feedback on legislative activities, promote transparency in constituency projects and demand explanations for abandoned or poorly executed projects affecting the constituency.

He also pledged to maintain an open-door relationship with traditional rulers, community leaders, youths, women, professionals and other stakeholders.

On youth development, the NDC candidate said young people must be treated as the constituency’s greatest asset rather than a problem to be managed.

He promised to pursue initiatives around vocational and technical training, entrepreneurship, digital skills, agriculture, agro-processing and access to government employment and empowerment programmes.

He also proposed partnerships with private organisations to create sustainable opportunities for young people, stressing that Abraka must move from political promises to practical opportunities.

Education and human capital

Ogboru identified education and human capital development as critical to the future of the constituency.

He pledged to advocate for improved learning environments, rehabilitation of educational facilities, scholarships and assistance for students from disadvantaged backgrounds.

He further promised to promote skills-based, technical and vocational education capable of preparing young people for the demands of the modern economy.

“No society can develop beyond the quality of its people,” he declared.

Infrastructure and community development
The candidate also made roads, drainage, erosion, electricity, healthcare, water, sanitation and other community infrastructure major components of his development agenda.

He said he would use every legitimate legislative and governmental channel available to draw attention to infrastructure deficits and attract development projects to Abraka State Constituency.
Ogboru maintained that poor infrastructure continues to undermine economic activities and make life unnecessarily difficult for residents.

Security and protection of communities
On security, Ogboru promised to advocate stronger collaboration among security agencies, community leaders and government authorities.

He said his administration, if elected, would support initiatives aimed at improving community security, protecting farmers and agricultural activities, promoting responsible community policing initiatives and addressing youth unemployment as part of the long-term response to insecurity.

“There can be no meaningful development without security,” he said.

Women, healthcare and agriculture
Beyond the five-point agenda, Ogboru dedicated sections of his manifesto to women empowerment, healthcare and agriculture.

He promised to support women entrepreneurship, skills acquisition, small-business opportunities, agricultural cooperatives and educational initiatives for women and girls.

On healthcare, he said residents should have access to basic healthcare regardless of their economic status, promising to advocate for improved primary healthcare services, maternal and child health programmes, preventive healthcare and support for vulnerable residents.

He also identified agriculture as a potential source of sustainable wealth for Abraka, promising to promote modern farming techniques, farmers’ cooperatives, access to agricultural programmes, agro-processing and better market opportunities.

Promises accountability

A significant part of Ogboru’s manifesto is his emphasis on accountability in public office.

He said elected representatives must be prepared to give an account of their stewardship and encouraged citizens to continuously ask questions about government promises, projects, expenditure and beneficiaries.

“Our people must never be afraid to demand accountability,” he stated.

Ogboru further promised that, if elected, he would represent every resident of Abraka Constituency irrespective of political affiliation, ethnic background, religion, social status or personal relationship.

“I will represent all of Abraka Constituency, because once elected, I will be the representative of the people—not the representative of a few individuals,” he said.

‘Let us build a new Abraka’
Calling on residents to demand a new standard of political representation, Ogboru said the 2027 election should be about the future of Abraka and the opportunities available to the next generation.
He urged the people to replace complacency with action and make accountability a foundation of governance.

“This is not about Rex E. Ogboru alone. This is about Abraka. This is about our children. This is about our future. This is about the kind of constituency we want to leave for the next generation,” he said.

The candidate branded his campaign “Operation Rexcue Abraka 2027,” with the slogan “Quality Service to the People” and the rallying call, “Let the best of us lead the rest.”

Ogboru concluded by assuring the people that while he could not promise to solve every problem overnight, he would listen, speak, work, ask questions, demand accountability and pursue opportunities for the people if entrusted with the mandate.

He said his ambition was not driven by the privilege of political power but by the opportunity to serve the people of Abraka State Constituency.
